Service stage and responsibilities
Collect the same package for every bidder: simultaneous heat loads, supply and return temperatures, fluid composition, outdoor design conditions, destination, three-phase supply, connected load, footprint and whether pumps and reservoir sit in the machine line. Name whether the RFQ is a refrigeration package or a process cooling water system with distribution-loop controls. Ask which assumptions must appear on a process cooling system consultation quotation: cooling capacity in tons or kW at named fluid temperatures, flow rate, and whether installation, training and spare parts sit in the base price.
Each factory should split the offer into refrigeration package, pumps, reservoir, loop controls, filtration, installation, training, spare parts and freight. They should state how a representative simultaneous-load test is counted: supply temperature, flow, pressure and whether the quoted pumps ran during the clock. Nominal compressor capacity without a buyer load schedule is not a validated output. Positioning of outdoor rejection equipment, work envelope and cycle time to recover after a restart belong in the same answer so later SAT language is not invented on the pad.
Typical gaps: one bidder prices a chiller while another prices a complete loop; one includes reservoir and pumps while another treats them as free-issue plant items; one FAT uses a single heat load while your production mix has overlapping machines. For hydrogen duty, who verifies isolation and materials compatibility at the process interface must be named — an ordinary process-chiller reference does not certify a hydrogen process package. Record those deviations before ranking totals.

Read load schedule versus tonnage guess and equipment inquiry options before you freeze the bidder list. Continue with an RFQ when the assumption set is stable enough to compare. Changeover between overlapping machine loads and CIP windows should already be listed so bidders do not hide extra pumps behind a single-duty FAT.
